Sam M. Mirian

Sam Mirian has served as President and CEO of Megrant Contractors, LLC for over three decades. Under his leadership, Megrant completed more than $500 million in contracts and is recognized as the most reliable mechanical construction firm serving power generation systems in the Northeast. In 2009, he established and organized the largest power plant shop modularization in New York State and, in 2017, manufactured and barge delivered the largest US-made Heat Recovery Steam Generator (HRSG).

Prior to his position at Megrant, Mirian was Chief Engineer of Champion Construction and Engineering for 10 years. He is a Brooklyn Polytechnic graduate holding a Masters in Mechanical Engineering.

Mirian’s career in the construction and power industries spans over 40 years. He has extensive experience in Air Cooled Condenser (ACC), HRSG manufacturing, offshore wind energy and Carbon Capture Storage (CSS).

For the past 25 years, Mirian has served as President of the Boilermakers Association of Greater New York (BAGNY) and is a member of Building Trades Employers’ Association’s (BTEA) Board of Governors. He is a proud lifetime member of American Society of Mechanical Engineers and Master Trustee of Boilermakers Union Funds, certificated in 2016.

Laurie Laube has more than 30 years’ experience working through progressive leadership roles with Alstom, GE, APComPower, Inc., API Canada, Inc. and APM. She has expertise in Union Craft Labor Services, Project Execution and Customer Relations in the Power Generation industry. Laube has a proven leadership ability for managing and developing field & office personnel, streamlining processes, standardizing operations and assuring high employee morale, a safe work environment and productivity. She is Six Sigma Greenbelt certified and versed in Lean techniques. Laube currently serves as the Division Manager of Boiler Services for the US and Canada under the APM umbrella.

With over 45 years’ experience in boiler and power plant maintenance and construction, John Housel has extensive experience in ASME code requirements, OSHA standards and Quality Assurance control procedures. For the last nine years, Housel has served as the General Manager at K&E Fabricating Co., Inc. where he is responsible for the management of all employees involved in company field operations for the company’s maintenance and construction projects. Experienced in managing projects in excess of $75 million dollars involving multiple crafts of over 250 employees. He is skilled in executive management, project management, contract negotiation, construction scheduling, problem solving, project budget and expense control.

William Rothberg, Esq.

William “Bill” Rothberg, Esq. established The Law Offices of William Rothberg in 1979. Under his direction and guidance, the firm has maintained long-term relationships with its staff and clients. This is due, in part, to the culture of honesty, thoroughness and compassion that he has instilled in the firm.

Rothberg has been practicing law for more than 50 years. He provides legal services to contractors, corporations and individual clients in a wide variety of areas. For much of his career, Rothberg has represented Associations and Funds in the construction industry. He serves as counsel as well as Executive Director of the Associations he represents. The emphasis of his practice is in the representation of employer trade associations in NYC with special focus in labor relations.

Labor Law Expertise. Rothberg is a prominent figure in New York City’s construction labor law community. He has been successful in negotiating collective bargaining agreements on behalf of employers within the construction industry for three decades. He has also been able to apply his expertise in the use of dispute resolution and mediation techniques as alternatives to litigation, negotiating settlements in labor related disputes.

Rothberg received a degree in Civil Engineering from Rensselaer Polytechnic Institute in 1964. He then attended Brooklyn Law School where he received his J.D. in 1967.

Sylvie Straus-Figueroa, Esq.

Sylvie Straus-Figueroa, Esq.  joined the Law Offices of William Rothberg after completing law school in 2004. Her practice has included work within all areas of the firm, with a focus on labor law in the construction industry.  She represents employers on a wide range of issues, serves as Managing Director for three employer associations and is co-counsel on various Employee Retirement Income Security Act (ERISA) benefit funds. Sylvie is well versed in negotiating and drafting a full range of contracts, policies, and procedures. She has successfully negotiated hundreds of disputes resulting in settlement out of court and has litigated the balance of cases in both state and federal courts. Sylvie has additional experience in wills, trademarks, real estate, and complex international contract negotiation and dispute management with private entities and government agencies.

She is admitted in the State of New York and the U.S. District Court – Eastern District.

The product of the New York City public school system, Sylvie returned in the early part of her career to serve as an educator in New York City public schools, and through youth based non-profit organizations.

Sylvie received her bachelor’s degree from the University of Maryland College Park, where she was a member of the Golden Key International Honors Society and Alpha Kappa Delta International Sociology Honors Society. She received her law degree from Brooklyn Law Schoolwhere she was awarded the Edward V. Sparer Public Interest Fellowship and the Brooklyn Women’s Bar Association’s Outstanding Law Student Award.
